What are the logistics of an urban low-carbon rail freight system? Consider the European experience. Policy makers will need a range of policy approaches for addressing urban freight transport and its relationship with sustainable development. They should deploy both encouragement and compulsion in achieving these efforts. In some cases restriction and enforcement of goods vehicle operation will be needed to meet safety and environmental objectives.
