A repeal of #CleanPowerPlan would constitute as "strategic negligence" from Scott Pruitt's EPA, said @MichelleDePass, dean of @MilanoSchool. DePass was formerly an assistant administrator of the Environmental Protection Agency, appointed by President Obama.
