Wow — you've said a huge mouthful here and I am still wide-awake. One thing you didn't touch on is the cyber-security of conventional electric power supply systems and other critical pieces of the country's infrastructure. John Seabrook writes in the May 20, 2013 New Yorker of a Defense Department warning that "an aggressor nation or extremist group could gain control of critical switches and derail passenger trains". Think of what an aggressor could do to the power supply! Today, what we have is little more than the appearance of cyber-security and that should make solar and other distributed power advocates see a silver lining in this dark cloud.
